Malaysian Timber Council (MTC) is organising a Technical Seminarto enable stakeholders to have a better understanding on the import and export procedures as well as Clean Air Regulations 2014 (CAR 2014) requirements. The seminar will cover the topics below:
a) “Clean Air Regulations 2014 (CAR 2014)” by Puan Farah Diyana Rusli, Environmental Control Officer, Air Division, Department of Environment (DoE).
b) “Procedures and Requirements for the Import and Export of Timber Products” by Puan Siti Nurkhairun Nisa Yusman, Assistant Director, Plant Biosecurity Division, Department of Agriculture (DoA).
Clean Air Regulations 2014 (CAR 2014)
The Environmental Quality (Clean Air) Regulations 2014 or CAR 2014 was gazetted on 4 June 2014. It is set to control emissions of air pollutants from various industrial activities where the legal requirement and administrative burden differ according to the respective industries’ pollution potential. Existing premises or factories are given a five-year grace period, which is until 5 June 2019 to comply with the regulations under CAR 2014. However, all new factories with manufacturing facilities and existing factories with latest installations must comply with CAR 2014 with immediate effect.
Procedures and Requirements for the Import and Export of Timber Products
The Department of Agriculture (DoA) through its Plant Biosecurity Division (PBD) as the National Plant Protection Organization (NPPO) is responsible to ensure that the importation of agriculture commodities into Malaysia are free from pests and diseases. The PBD is responsible for the enforcement of Import Permit (IP) and the requirements for import of plants into the country which is in line with the Plant Quarantine Act 1976 and the Plant Quarantine Regulations 1981 to prevent entry of foreign pests and diseases.
This applies to timber and timber products, i.e., bark chips, sawdust and woodchips, logs, sawn timber/large scantling and large scantling and square (LSS), loose wood packing materials, wood mulch and carved wood as well as semi processed furniture and parquet.
