The Malaysian Government recognises the contribution of the wood based sector to the development of the country particularly in export earnings, value added and employment created. The industry has grown from merely exporting logs and timber products in the early 1980s to being well-known for rubberwood furniture, mouldings , plywood, etc. that are used in offices and homes in over 150 countries. The Third Industrial Master Plan envisages that the sector will continue to be export-driven and in this regard, the industry will need  to be competitive and therefore it has to be both efficient as well as innovative.

As Malaysia look ahead, it sees a globalised economy that is full of challenges, where competition is being driven not only by private sector innovation but also public sector support. Over the years, the Mlaaysian government has provided a set of incentives and other programmes to support the industrialisation policies. The government's support is implemented by many agencies and institutions, and they provide an array of incentives. Hence, information on incentives is available from them, such as the SMIDEC, MIDF, CGC, commercial banks, etc.

This Guidebook provides an overview of the wood-based sector; it also has a comprehensive listing of all the existing fiscal incentives. It is the intention of the Malaysian Timber Council that this document will further boost the industry by providing relevant and concise information on incentives that can be utilised by those in the wood-based sector. The MTC hopes that this guidbook will bring a greater level of awareness, participation and investment by the private sector so that the industry will be able to achieve its target and vision.

Information in this Guidebook is organised by the stages of business: such as start-up and operation, incentives for machinery and technology, production, marketing and for exports. It is intended that this organisation would serve the industry better as it is a listing by business activity rather than organisation.
